Reconciling details from the manga and the anime - Roads and Rescues

For a while now, in the interests of a possible canon-mixing AU, I've been trying to reconcile the idea from the manga that foreign Roads are the next thing to impossible to enter without permission from the Road's creator with the rescues of Hikaru and Fuu in the anime and I've finally managed to come up with an explanation that satisfies me:

Foreign Roads are only the next thing to impossible to enter without their creator's permission if they have been moving within the last half hour. Roads that have not been moving within the last half hour are still difficult to enter without their creator's permission, but it is possible for someone with a sufficiently strong will (like Lantis) and/or sufficient motivation (like Ferio) to do it.

This retains the "OMG WTF How did they do that?" uniqueness of Eagle plowing through Fahren and Chizeta's Roads and Hikaru entering Autozam's Road that is present in the manga (since all three Roads had been in motion within the last half hour at the time they were penetrated), but still allows Lantis and Ferio to pull off their rescue efforts without drawing the attention of the Mashin and Mokona.
Of course I'm normal...I'm 90 degrees off from the rest of the world.
